HSE Specialist

LyondellBasell is seeking a Health,Safety, and Environmental Specialist for our chemical manufacturing plant located in Tuscola, Illinois. The Tuscola site has approximately 115 employees and contractors.The site produces ethyl alcohol, diethyl ether and specialty polymers. Ethyl alcohol, or ethanol, is used in many health care and personal product applications such as cough suppressants, mouthwashes, liniments and analgesics. Diethyl ether finds applications as a laboratory reagent solution and in chemical synthesis. The specialty polymers produced here include Microthene F used as additives in personal care products and in lubricants.

The Health, Safety, and Environmental (HSE) Specialist will be responsible for championing GoalZERO behaviors across all employees and contract personnel at the site and driving continuous HSE improvement. This position will also be responsible for driving compliance with state and federal HSE regulations and other related HSE standards and company policies. These activities will require communication with a diverse group of customers, including engineering, operations, maintenance, plant management, and outside regulatory agencies. Candidate shall possess an in-depth knowledge of the safety profession as well as OSHA regulations and will apply regulatory, process, and organizational knowledge to solve problems and make recommendations. The candidate will proactively take ownership and influence decisions for the development and continued improvement of safety and health programs and processes at the Tuscola site.
The HSE Specialist reports to the site HSE Manager.
Responsibilities include:

  • Lead GOALZERO safety and performance culture at Tuscola

  • Provide strong field engagement (boots on ground) support to the site

  • Own and actively manage the site's HSE systems to ensure compliance with regulatory and corporate requirements

  • Able to effectively manage multiple tasks to supporting personnel and other professionals

  • Works independently to identify, plan and complete work that has a positive impact on worker safety, health protection, emergency response, and security

  • Interact with supervision, technicians, maintenance, operations, HSE, engineering staff, and other groups to ensure a consistent understanding of both regulatory and site requirements

  • Understands the operations units and processes to which the regulations and requirements must be applied and is able to identify opportunities for improvement

  • Adapt to the situation at hand and be able to recommend solutions. Able to identify safety issues, develop an action plan to address issues, execute the plan and evaluate success of the program

  • Ability to establish measurable objectives, monitor performance, and track progress

  • Develop, implement and support safety and health policies, procedures and programs

  • Provides regulatory interpretation, solutions, and a positive resource

  • Performs incident investigations when needed

  • Be part of the ERT team as required

  • Develop, coordinate, and conduct regular HSE training and (employee/contractor) orientations as required

  • Act as a lead for contractor safety management which includes functions or software interactions (ISN, special projects, resident/non-resident contractors, contractor/employee safety council)

  • Other duties and responsibilities as assigned

Strong verbal and written communication skills; ability to write detailed investigation reports and procedures, and develop and deliver presentations to all levels of the site organization; has good computer skills and ability to support the training process and associated programs and systems

Ability to develop a rapport with hourly technicians, first-line supervisors, specialists and engineers
Work with different levels of the site organization including hourly technicians, first-line organization, engineers and site and HSE functional management personnel

Minimum Qualifications:
An Associates or Bachelor's degree in Industrial or Occupational Safety, Industrial Hygiene or related technical discipline, or equivalent work experience in an industrial, refining/chemical manufacturing environment required.
Candidate must possess in-depth knowledge of the industrial safety profession, OSHA and a working understanding of behavioral safety, industrial hygiene, ICS, incident investigation, process safety, loss prevention, and worker's compensation. For this position no relocation assistance is provided.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
